Post-Crisis, there was the issue of determining where characters who had previously lived on alternate Earths fit in with teh heroes who'd always (or at least since the silver age) been the main focus of the DC line of comics. The Question, arriving from Earth-4 (made up for Crisis on Infinite Earths as the Charlton heroes had just been purchased, was one such transdimensional vagabond.

The restructuring of the DC world was left to two reference documents: a two-part overview of new continuity called History of the DC Universe and the more in-depth series of biographical studies called "Who's Who." The Question makes an appearance in book two of History of the DC Universe, on a page also featuring Prince Ra-Man, Eclipso, Deadman, Animal-Man, the Creeper and Son of Vulcan:

They came from everywhere, and in all forms and disguises. From the mysterious faceless crimefighter known as The Question to the supernatural wizard called Prince Ra-Man.
