Green Arrow stumbles upon a supposed "logging camp" in the woods that turns out to be a front for smuggled weapons and a convention of the Indian nations led, strangely enough, by an Irishman.
Within this group is John Butcher, undercover. Recognizing an arrow that Oliver Queen shoots into the camp, Butcher gets away, barely, and heads to Seattle to meet with Queen and Dinah Lance.
They meet and discuss the case of Owen Hester, a local lumber baron who was garroted to death with a rubber hose stuffed with razor blades -- IRA style, and then scalped -- indian style.
After comparing notes, Queen heads out to meet the Irishman and his Mohawk Indian second-in-command.
